1. The planning period can be multi-year. 2. The one-year plan implementation period is from January 1, 2014 to December 31, 2014. |
Funding arrangement: |
It will be handled in accordance with the principles of project planning and use of funds from the school's "Highlights Program III". |

Highlights Program III (Technology Service Center) Subsidy Measures
Rule 1
National Dong Hwa University (hereinafter referred to as "the University") has established the "Spotlight Program III (Technology Service) Subsidy Regulations" (hereinafter referred to as "these Regulations") to enhance the quality and capacity of research, testing, and services, and to drive the medium- and long-term development of the University's operations.
Rule 2
The review process of these regulations:
1. The Director of the Technology Service Center will serve as the convener and appoint 3 to 5 internal and external committee members to form the preliminary review panel. After the preliminary review, the panel's findings will be submitted to the Spotlight Program Review Panel for further evaluation.
2. The Spotlight Program Review Panel will be chaired by the President of the University, who will appoint a number of internal and external committee members to serve as panelists for the final evaluation of the program.
Rule 3
The principles for reviewing subsidies are as follows:
1. Projects will be prioritized based on the greatest necessity and service capacity.
2. The project leader's ability to execute the project and its potential for development.
3. The planned use of the subsidy and other supporting resources.
4. The effectiveness of the previous year's subsidy (if applicable) and the status of fund utilization.
5. Subsidies will not be granted for general office equipment such as computers, laptops, tablets, printers, mobile phones, cameras, and camcorders.
Rule 4
The distribution of revenue generated from projects funded by the University will be handled in accordance with the University's Technology Transfer Guidelines.
Rule 5
All instruments and equipment purchased with subsidy funds shall be managed by the project leader. They must be made available for use by the University's faculty and students within a reasonable scope to maximize the shared benefits of resources.
Rule 6
The subsidy funds for these regulations will be covered by the University's general fund. The annual funds must be fully used within the same fiscal year and may be adjusted according to the University's annual budget.
Rule 7
These regulations shall be implemented after being approved by the Administrative Meeting and submitted to the President for final approval and announcement.
